Merging puts several items into one box. It is an arithmetic decision, not a habit: combining spreads one freight charge over more items, but a combined box has its own volume, and volume is what volumetric-weight lines charge for.
This is also the last stage where the address can still be changed cheaply. Once a shipping request is submitted, a label is issued against whatever address is on file.
