Stage 8: the parcel in customs

Customs processing is invisible from outside. Tracking stops updating because nothing is moving; the parcel is waiting on a decision. Two parcels with identical contents can be treated differently, because inspection is a sample, not a rule.

If a charge appears, it is usually three things added together: duty on the goods, tax on the value plus freight, and the carrier’s own fee for collecting both.

Where the state boundaries come from. Two layers, kept separate on purpose:

  • Flow dependency — whether a parcel exists, has been sealed, or has left the warehouse. This holds for any agent.
  • Agent rule — Order cancellation and returns by order state, and the 5-day no-reason window. Kakobuy help centre, question id=51, captured 2026-10.

These are the wording and boundaries recorded on those dates. They are re-read every month and any change is diffed on the term snapshot pages. Other agents write their own rules; each one is described on its own page rather than assumed here.

What you are asked for here

  • Sometimes a declaration or an invoice, requested by the carrier.
  • Payment of duty, tax and handling, either to the carrier or to the authority.
  • Patience, and a habit of checking the carrier’s page rather than the marketplace page.

Three places this stage stalls

The parcel sits in customs far longer than expected

Signal. No scan movement for a period that exceeds the carrier’s own stated range.

What to do. Look for a formal notice rather than a scan. Customs contact is usually by letter or by the carrier asking you for documents, not by a tracking update.

A charge arrives that nobody mentioned

Signal. A bill larger than the duty you calculated on the goods alone.

What to do. Ask for a breakdown: duty, tax and the handling fee are three lines and should be itemised. Then compare each against the published rule for that market.

The tracking shows the parcel leaving the country again

Signal. A return leg or an export scan after the import scan.

What to do. Ask the carrier for the reason code in writing. This is the one customs outcome where the window to act is measured in days.
